State and Federal Housing laws prohibit discrimination in the sale or rental of housing based on protected classes, such as race, religion, national origin, family status, disability, sexual preference, source of income, or any arbitrary status.

Affirmatively Furthering Fair Housing 

As a recipient of federal funds to administer housing and community development programs, the City of Encinitas must affirmatively further fair housing.

Fair Housing Services

Equal access to housing is everyone's right. To assist in the effort to affirmatively further fair housing, the City of Encinitas has contracted with the Legal Aid Society of San Diego (LASSD) to provide fair housing services for Encinitas residents at no cost. LASSD helps tenants and home buyers identify if they have been discriminated against. They also provide education and guidance to property owners and managers on fair housing-related issues. If you think you are a victim of housing-related discrimination or would like more information about fair housing, please contact the Legal Aid Society at (844) 449-3500.

San Diego Regional Assessment of Fair Housing – Request for Proposals

The City of San Diego as the lead entity of a collaboration of jurisdictions, is soliciting proposals from qualified firms to conduct and prepare an Assessment of Fair Housing (AFH) for the San Diego Region for submission to the U.S. Department of Housing and Urban Development (HUD). The AFH is an assessment of historical and existing fair housing conditions that, once completed, will produce fair housing goals to be used in the development of subsequent Consolidated Plans for the participating jurisdictions. The Consultant will be responsible for analyzing the San Diego Region’s fair housing landscape, identifying fair housing issues, determining the factors that significantly contribute to the identified issues, setting the fair housing goals for each participating collaborative jurisdiction, and identifying steps to overcoming identified issues.

The collaboration of participating jurisdictions includes the cities of: Carlsbad, Chula Vista, El Cajon, Encinitas, Escondido, La Mesa, National City, Oceanside, San Diego, San Marcos, Santee, Vista, and the County of San Diego, and the following Public Housing Authorities (PHAs):  Carlsbad Housing Authority, Encinitas Housing Authority, National City Housing Authority, Oceanside Community Development Commission, San Diego Housing Commission, and Housing Authority of the County of San Diego.

This Request for Proposals (RFP) describes the project, the required scope of services, the consultant selection process and the minimum information that must be included in the proposal.   The complete terms of the RFP can be found at the Resources Tab of https://edgrants.force.com at document KA-0255.

Analysis of Impediments

The City is required to complete an Analysis of Impediments to Fair Housing Choice (AI) every five years. The AI is a review of impediments or barriers that affect the rights of fair housing choice. The report provides a demographic profile of the County, assesses housing needs of specific income groups, and evaluates housing opportunities available for residents. While this report assesses the nature and extent of housing discrimination, it also focuses on developing solutions to mitigate or remove such impediments. The City of Encinitas, is one of thirteen jurisdictional members of the San Diego Regional Alliance for Fair Housing (SDRAFFH) that participates in the completion of a regional AI. The group completed the FY 2015-20 Analysis of Impediments in May 2015. The Encinitas City Council approved the FY 2015-20 AI at a public meeting on May 13, 2015.
